On December 1, 2013, about 0719 eastern standard time, southbound Metro-North Railroad (Metro-North) passenger train number 8808 derailed at milepost 11.35 on track number 2 of the Metro-North Hudson Line in The Bronx, New York. Train movements on this line are governed by a traffic control system. The train originated in Poughkeepsie, New York with a destination of Grand Central Station in New York City. It consisted of seven passenger cars and one locomotive at the rear pushing the train. As a result of the derailment, 4 passengers died and 59 persons were transported to local hospitals for injuries. Metro-North estimated there were about 115 passengers on the train at the time of the derailment. Damage was estimated by Metro-North to be in excess of $9 million. The weather at the time of the accident was reported as 39° F with cloudy skies. Figure: Aerial view of accident scene National Transportation Safety Board (NTSB) investigators have completed the on-scene work in The Bronx. The investigation will continue at the NTSB headquarters in Washington, D.C. Preliminary results of the investigation include: The derailment occurred in a 6 degree left hand curve where speed was limited to 30 mph. Estimated train speed at the time of the derailment was at 82 mph. Detailed inspection and testing of the signal system, train brakes, and other mechanical equipment did not identify any anomalies. An inspection of the track in the derailment area did not identify any pre-accident anomalies. All cars on the train and the locomotive derailed. Between December 1 and 11, 2013, investigators completed interviews of train crews and first responders. Interview transcripts will be included in the public docket upon release. Locomotive event recorders were sent to the NTSB laboratory in Washington, D.C. for further analysis. The parties to the investigation include the Federal Railroad Administration, Metro-North Railroad, New York Public Transportation Safety Board, Teamsters Local 808, New York Police Department, New York Fire Department, and Bombardier Transportation. The Association of Commuter Rail Employees (ACRE) was initially designated as a party. However, because one of ACRE’s senior officials made unauthorized comments on the investigation to the media, ACRE was removed as a party on December 3, 2013.

ASSESSING AND MANAGING THE RISKS OF CLIMATE CHANGE Human interference with the climate system is occurring,1 and climate change poses risks for human and natural systems (Figure SPM.1). The assessment of impacts, adaptation, and vulnerability in the Working Group II contribution to the IPCC’s Fifth Assessment Report (WGII AR5) evaluates how patterns of risks and potential benefits are shifting due to climate change. It considers how impacts and risks related to climate change can be reduced and managed through adaptation and mitigation. The report assesses needs, options, opportunities, constraints, resilience, limits, and other aspects associated with adaptation. Climate change involves complex interactions and changing likelihoods of diverse impacts. A focus on risk, which is new in this report, supports decision-making in the context of climate change, and complements other elements of the report. People and societies may perceive or rank risks and potential benefits differently, given diverse values and goals. Compared to past WGII reports, the WGII AR5 assesses a substantially larger knowledge base of relevant scientific, technical, and socioeconomic literature. Increased literature has facilitated comprehensive assessment across a broader set of topics and sectors, with expanded coverage of human systems, adaptation, and the ocean. See Background Box SPM.1.2 Section A of this summary characterizes observed impacts, vulnerability and exposure, and adaptive responses to date. Section B examines future risks and potential benefits. Section C considers principles for effective adaptation and the broader interactions among adaptation, mitigation, and sustainable development. Michigan Competitive Scholarship Fact Sheet Academic Year 2013-14 Description The Michigan Competitive Scholarship program is available to undergraduate students pursuing their first degree at an approved Michigan postsecondary institution. Students must demonstrate both financial need and merit and eligible applicants must achieve a qualifying ACT score prior to entering college. Application Applicants must file the Free Application for Federal Student Aid (FAFSA). Students whose FAFSA is received by March 1 will receive priority consideration. Students are encouraged to file their FAFSA on the Web at www.fafsa.gov. Paper forms are available from the Federal Student Aid Information Center by calling 1-800-4FED-AID or a printable version can be accessed on the www.federalstudentaid.ed.gov Web site. The FAFSA allows students to list multiple colleges when filing. Because Student Scholarships and Grants (SSG) does not know which college the student will select, the award is based on the first college listed. Students must file a renewal FAFSA every year to determine possible continued program eligibility. The student is responsible for notifying SSG of a change of address or college choice. Program Limits Awards are restricted to tuition and mandatory fees. Awards may pay a maximum of $630 per academic year at a Michigan public college or university or $1,524 per academic year at a Michigan independent college or university1. Program eligibility ends when a student has received a baccalaureate degree, after completing the equivalent of ten (10) semesters or 15 terms, or when a student has been out of high school over ten years, whichever occurs first. Future awards are subject to available and approved funding.

ARMY EMERGENCY RELIEF 2013-2014 MG James Ursano Scholarship Program for Dependent Children of Active, Retired and Deceased Soldiers GENERAL INFORMATION Army Emergency Relief (AER) is a private non-profit organization with the primary mission of providing financial assistance to Soldiers and their dependents in time of valid emergency need. The MG James Ursano Scholarship Program was established in 1976 as a secondary mission to help Army families with undergraduate college expenses for their dependent children. SCHOLARSHIP DETAILS • The MG James Ursano Scholarship Program offers scholarships based on financial need as evidenced by information submitted on the FAFSA. The MG James Ursano Program also offers scholarship funds for academic excellence and leadership/achievement. • The MG James Ursano Scholarship Program is not an entitlement and applications are not automatically approved. • The MG James Ursano Scholarship Program will not be awarded to any student for more than four academic years, for second undergraduate degrees, or for graduate degree programs. • The scholarship funds are mailed directly to the school prior to each fall and spring semester or each fall, winter, and spring term. Funds are not provided for summer classes. The funds may be used for tuition, fees, books, supplies, and school room and board (either on or off campus). ELIGIBILITY CRITERIA • Student must be enrolled full time as an undergraduate student for the entire academic year at a school accredited by the U.S. Department of Education. 2013-2014 SCHOLARSHIP GUIDE FOR CONTINUING & GRADUATE STUDENTS Scholarships at Old Dominion University have been established through the generosity of individuals, organizations and corporations to recognize outstanding academic performance and to assist students in pursuing their educational goals. Scholarship awards are based on a variety of criteria. For some awards, eligibility is entirely determined by academic merit or potential. Other requirements might include demonstrated financial need, field of study, state or city residency, graduation from a particular high school or participation in a specific program, organization or activity. Generally, recipients have earned at least a 3.4 grade point average (on a 4.00 scale) and are full-time, degree-seeking students.  All first-time freshmen and transfer students will automatically be considered for academic and endowed scholarships based on their admissions application.  The majority of scholarships offered to Old Dominion University returning students are based on information already known to the university.  The only students who should submit the Form for Continuing Students are  Students who have a CHANGE in scholarship eligibility according to the Criteria Checklist; a change in information refers to the data originally given on the admissions application or on subsequent scholarship forms.
