Tujuan utama dari pekerjaan ini adalah melakukan penyusunan alternatif kebijakan dan penerapan langkah-langkah kegiatan yang tepat secara operasional pada wilayah yang berada pada daerah yang rawan dan sering terlanda bencana alam. Sasaran dari Penyusunan Operasionalisasi Program Penanganan Bencana Alam Bidang Penataan Ruang ini ialah memberikan arah yang jelas bentuk-bentuk penanganan yang baku untuk semua wilayah yang berada pada daerah yang rawan dan sering terlanda bencana alam, mulai dari identifikasi RTRW, indikasi evakuasi yang sesuai dengan Rencana Tata Ruang Wilayah (RTRW), serta pemulihan dan pembinaan lingkungan dalam rencana tata ruang yang akan datang. Kegiatan ini juga diharapkan sebagai bahan dan petunjuk dengan kondisi geografis, tingkat kerawanan dan tingkat bahaya yang ditimbulkan bila terjadi bencana alam, ditunjang dari aspek keruangan. Salah satu langkah awal yang perlu dikaji dalam melaksanakan pekerjaan “Penyusunan Program Penangan Bencana Alam Bidang Penataan Ruang” adalah : 1. Penetapan Kriteria atau batasan Peristiwa Bencana Alam 2. Gambaran Umum Mekanisma Peristiwa Bencana Alam yang terjadi Di Indonesia Kedua hal tersebut selanjutnya menjadi masukan dalam penyusunan Identifikas Zonasi Daerah Bencana Di Indonesia. Identifikasi Zonasi Daerah Bencana Di Indonesia tersebut selanjutnya menjadi salah satu masukan penting dalam menyusun Standar Operasional Prosedur dan Program Penanganan Bencana alam Bidang Penataan Ruang, yang dapat mewakili berbagai peristiwa bencana alam yang terjadi di Indonesia.

Pada hari ini rabu 22 januari 2014, acara apel kesiapsiagaan penanggulangan bencana. Diikuti oleh pejabat utama polda lampung, pamen polda lampung, pama polda lampung, bintara dan pns polda lampung. Amanat kapolri dibacakan oleh bapak kapolda lampung brigjen pol drs. Heru winarko, s.h. Adapun bencana yang disebabkan oleh faktor alam antara lain gempa bumi, tsunami, gunung meletus, banjir, kekeringan, angin topan dan tanah longsor. Sedangkan bencana yang disebabkan faktor non alam antara lain berupa gagal teknologi, gagal modernisasi, epidemi dan wabah penyakit. Selama tahun 2013, telah terjadi sebanyak 693 bencana alam, yang terdiri dari tanah longsor 262 kali, banjir bandang 95 kali, banjir pasang (rob) 44 kali, kebakaran hutan 24 kali, gempa bumi 2 kali, gunung meletus 1 kali, angin puting beliung 94 kali, dan bencana alam lainnya 171 kali. Sedangkan bencana non alam yang terjadi selama tahun 2013 sebanyak 448 bencana, yaitu kebakaran sebanyak 424 kali dan bencana non alam lainnya sebanyak 24 kali. Berbagai bencana tersebut telah mengakibatkan timbulnya korban jiwa, kerusakan lingkungan, kerugian harta benda dan dampak psikologis.

Secara geologis Indonesia merupakan negara yang cukup rawan bencana. Beragam bencana baik alam maupun akibat perbuatan manusia terus terjadi di Indonesia dan menyebabkan kerugian-kerugian aset masyarakat serta pemerintah yang makin memberatkan pembangunan. Bencana kini menjadi ancaman paling nyata bagi bangsa Indonesia. Oleh karena itu masyarakat Indonesia harus benar-benar memahami dan sadar bagaimana hidup yang amam di daerah yang rentan bahaya ini. Akan tetapi dengan terbitnya UndangUdang No 24 Tahun 2007 tentang Penanggulangan Bencana telah memunculkan harapan kemajuan penanggulangan bencana. Undang-Undang itu secara eksplisit mengatur hak perlindungan bagi masyarakat korban bencana. Berdasarkan hal di atas pengetahuan kebencanaan di Indonesia harus disosialisasikan dengan baik kepada masyarakat, intansi pemerintahan dan intansi sekolah. Dimana kita mengetahui bahwa sekolah merupakan media mentransfer ilmu pengetahuan diharapkan mampu menyerap dan mengaplikasikan pengetahuan kesiapsiagaan menghadapi bencana. Distribusi ilmu pengetahuan kesiapsiagaan bencana dapat dilakukan dengan metode yang sangat sederhana.

Rising energy costs are generating new interest in thermal energy based refrigeration systems. These can compete with electrical energy based refrigeration systems if the source of heat energy is waste heat or solar energy.
