This research concerns the poor service quality of subsidized fossil fuel in Indonesia that has not yet met public expectations. On the other hand, the spirit of good governance requires the involvement of third party actors (non government) to respond to public issues. To address this requirement, good governance should be promoted in all development aspects, including subsidized fossil fuel services run by Badan Pengatur Hilir Minyak dan Gas Bumi - the State Downstream Oil and Gas Regulator (BPH Migas).
