LINCOLN MARK VII Shortcut To The Fuel Pump (Fuel Pump Access Cover) Published By The Lincoln Mark VII Club At some point, usually without warning, our fuel pump will cease to function, usually at an inopportune time. In as much as the pump is located inside the fuel tank, replacement can be most tedious. The fuel must be drained, tank dismounted and lowered to access the fuel pump. This can be done at home or by a mechanic, however, having the car towed is almost a given. By making a simple modification to the interior of the trunk, the pump can be changed in less than 30 minutes, on the side of the road if necessary. Following is the process for installing an access hole and cover to enable you to easily replace the pump. Roll the trunk carpet back to expose the raised area in the passenger side of the trunk well. LINCOLN MARK VII Shortcut To The Fuel Pump (Fuel Pump Access Cover) Published By The Lincoln Mark VII Club Note: All measurements are taken from the TOP of the trunk well. Measure 8” in from the vehicle passenger side and mark the floor. Measure 13-1/2” in from the forward side of the trunk well and carefully drill a 3/8” or larger hole at the 8” mark. Make sure not to let the drill bit grab and “pull” itself through the sheet metal, damaging the tank below. IMPORTANT: Do not use a hole saw or reciprocating saw to cut the hole. The fuel hoses and connectors are very close to the sheet metal trunk floor and will be damaged or severed. IRS-CI Fiscal Year 2012 National Operations / Annual Business Report Chief Richard Weber stops to reflect on the first Chief – Elmer Irey. In 1936, the first Chief of CI, Elmer Lincoln Irey, commissioned a summary book highlighting the significant cases completed by what was then the IRS Intelligence Unit. Mr. Irey was a humble man, and not accustomed to bragging about himself, but he had immense pride in what his beloved Intelligence Unit accomplished for the good of the nation. Given our proven capabilities, Mr. Irey foresaw a continual legacy of bringing to justice America's criminal elite and wanted us to always have a profound sense of purpose. To instill this, he believed we should regularly pause and examine our accomplishments and that such an exercise would bring much pride and satisfaction to all employees. Therefore, our first Chief asked that we periodically produce a book of achievements, successive testaments to CI's contributions to this great nation. In the spirit of Chief Irey, I have asked that we continue the legacy of a book of achievements. I am very proud of the outstanding successes Criminal Investigation (CI) achieved in 2012. The key to our success continues to be the commitment from each employee to support and promote IRS' strategies and CI's operational goals. During the past year, I have traveled around the nation visiting our employees and conducting town hall meetings. I am proud and humbled to be the Chief of CI, an agency with an amazing and rich legacy. Since our inception in 1919, almost 100 years ago, we often have been the last line of defense in bringing down America's criminal elite. Criminal Investigation agents, analysts, and professional staff have a strong sense of purpose, dedication, and passion for following the money and pursuing those who want to terrorize and destroy this country, victimize others, and steal taxpayer dollars. It is truly not just a paycheck for those who work to promote CI's mission. Our legacy is one of perseverance and taking on complex, sensitive investigations that many others simply did not have the financial sleuthing ability to complete. I realize now more than ever after visiting so many field offices that we are living up to that history every day by working great cases in the areas of tax fraud, ID theft, money laundering, public corruption, and the list goes on. Additionally, our Bank Secrecy Act (BSA) teams are doing amazing work - reviewing hundreds of thousands of Suspicious Activity Reports (SARs), finding good cases, investigating them and forfeiting millions of dollars in illegal proceeds. It is not just about the numbers. It is about the types of cases, the way we investigate them, our people and how we lead and manage. Through strategic investments in our workforce,increased communication, enhanced technology, and collaboration with domestic and global law enforcement partners, CI will continue to be the worldwide leader in tax and financial investigations.This book showcases some of the many significant cases that were completed by CI during fiscal year 2012 and the many program areas we cover as an organization. These cases are just a few examples of the thousands of investigations initiated by CI last year, as we continue to make our mark as the finest financial investigators in the world. I want to thank and commend the agents, managers, analysts, and professional staff of CI on a very successful year.

Today's vehicles are equipped with computer systems which help control the vehicle's operation and performance. The Powertrain Control Module, also called the Engine Control Module (ECM), Engine Control Unit (ECU) or Engine Control Computer (ECC) helps control the engine's operation and increase overall performance. Typical control includes fuel delivery, idle speed control, spark timing, and emission systems. The Electronic Brake Control Module (EBCM) controls the vehicle's Anti-Lock Brake System (ABS). In addition to controlling operation of the associated vehicle systems, the computers are equipped with self-diagnostic programming. When a fault is detected, the computer stores this information in it's memory as a fault code. 1.1.1 Fault Codes The fault codes are also called "diagnostic codes" or "trouble codes". These codes can be used to identify systems or components which are malfunctioning. The computer records codes for two types of problems: "Hard" Codes. "Hard" codes are stored for problems which are present at the time of testing. "Intermittent" Codes or "Continuous Memory" Codes. "Intermittent" codes are stored for problems which happened in the past but are not currently present at the time of testing. "Intermittent" codes stay in the computer's memory even when the problem is no longer present. The Code Reader is a tool which allows you to retrieve these fault codes from the computer's memory. RE:SOURCE RALEIGH-DURHAM Developers are eager to start projects after nearly 5 years of being on the sidelines; however, a large lead tenant, signed pre-construction is still a prerequisite for turning plans into realities. The combined Durham-Chapel Hill MSA and Raleigh-Cary MSA unemployment rate fell to 7.7% in August 2012, down from a recession high 8.6% one year earlier and down 20 basis points from the end of the second-quarter 2012. The region created 9,000 new jobs during thirdquarter, compared to 18,300 in first half of the year for a year-to-date total of 29,300 new positions. This year’s trend is exceeding the job creation in the first three quarters of 2011, which produced 18,400 new jobs. Most of the gains this year have occurred in four broad industry segments: trade, transportation, and utilities; professional and business services; education and health services; and leisure and hospitality services. At the forefront of job news in the Raleigh area are the effects of the Duke Energy-Progress Energy merger which was finalized in June of this year and was expected to strip Raleigh of some 1,000 positions. However, after the hasty firing of the Progress Energy CEO just after merger approval, the N.C. Utilities Commission has launched an investigation to determine whether Duke deliberately misled regulators. The Commission has the authority to repeal the merger; however, the outcome is still uncertain. Other job related news consists of both positive and negative reports. Research in Motion, the Blackberry maker, is in the process of cutting overhead costs and has recently moved out of one of the three Triangle buildings where it had offices. Connexion Technologies and HTC also have plans to downsize their space in the area. Conversely, several other firms still have plans to expand in the region, including Citrix which has committed to creating 337 new jobs over the next year to year and a half. The firm is renovating the Dillon Supply Warehouse and has the option to expand over time, housing as many as 830 employees. Bandwidth.com and Lenovo are each adding 200 new positions to their Raleigh workforces in the near term as well. Net absorption in the Triangle office market remained positive for a second straight quarter as gains in net occupancy totaled 84,906 square feet, down from 337,445 square feet for the third quarter in 2011. Despite the positive gains in the period, year-to-date net absorption in 2012, which sums to almost 140,000 square feet, trails that of 2011, which was reported at nearly 260,000 square feet. The year-over-year comparison may suggest a market that is not improving; however, slow and steady absorption of available space with minimal delivery of new, speculative product has put the market on a path to recovery. The overall vacancy rate of the metro one year ago was 17.2% compared to today’s rate of 16.6%. Urban submarkets remain very tight as do the premium suburban areas like Glenwood/Creedmoor, Cary, and West Raleigh...
