September 27, 2012 The Center for the Study of Science at the Cato Institute is pleased to transmit to you a major revision of the report Global Climate Change Impacts in the United States. The original document served as the principal source of information regarding the climate of the United States for the Environmental Protection Agency’s December 7, 2009, Endangerment Finding from carbon dioxide and other greenhouse gases. This new document is titled ADDENDUM: Global Climate Change Impacts in the United States. This effort grew out of the recognition that the original document was lacking in scope and relevant scientific detail. A Cato review of a draft noted that it was among the worst summary documents on climate change ever written, and that literally every paragraph was missing critical information from the refereed scientific literature. While that review was extensive, the restricted timeframe for commentary necessarily limited any effort. The following document completes that effort. It is telling that this commentary document contains more footnotes and references than the original; indeed, one could conclude that the original Global Climate Change Impacts ignored or purposefully omitted more primary-source science than it included. It is in that light that we present this document. May it serve as a primary reference and a guidepost for those who want to bring science back into environmental protection. Sincerely, Edward H. Populasi yang diambil untuk penelitian ini adalah soal-soal ujian matakuliahmatakuliah pada program studi Statistika Terapan dan Matematika FMIPA yang mempunyai tipe D - melengkapi berganda. Dugaan semula bahwa ada kecenderungan penulis soal meletakkan kunci jawaban soal di tengah-tcngah (menurut Dorothy C. Adkins), setelah melalui penelitian ini kecenderungan tersebut ternyata bahxva penulis lebih tertarik menempatkan kunci jawaban pada option 1, 2 dan 3 benar atau kunci jawaban D. Soal tes/ujian sebagai salah satu alat pengukuran pendidikan disusun untuk tujuan mengukur sampai seberapa jauh kedua fungsi pendidikan terscbut berhasil dicapai. Bcntuk soal ujian yang dipakai oleh Universitas Terbuka pada umumnya pilihan berganda, hanya sebagian saja dalam bentuk essay (uraian). Draft Rules of Procedure for the Unified Patent Court

The present document contains a draft set of provisions for the Rules of the Unified Patent Court (hereinafter "UPC" or "Court") and the Statute of the Court (hereinafter “Statute”). Basic principles of procedural law are already laid down in Part III of the Agreement on a UPC (hereinafter "Agreement"), for instance proportionality and fairness, case management, right to be heard, publicity, stages of the proceedings etc. The Agreement also contains generalprovisions on languages, parties, representation, means of evidence, experts, and defines the powers of the UPC to order provisional measures (in particular preliminary injunctions), to issue orders to preserve evidence (saisie-contrefaçon), corrective measures etc. However, in several places in the Agreement, references are made to the Rules which shall spell out procedural details. This is a tried and tested legal technique: only the basic principles have been included in the Agreement, many procedural details being left for secondary legal instruments. In accordance with Article 41(2) Agreement, the Rules of the UPC shall be adopted by the Administrative Committee, on the basis of broad consultations with all stakeholders and following an opinion of the European Commission on the compatibility of the Rules with Union law. The Contracting Member States, having signed the Agreement,have set up a Preparatory Committee in charge of preparing the practical arrangements for the early establishment and coming into operation of the Court. The Contracting Member States acknowledge the importance of appropriate Rules for the Court and of their uniform application, which are vital to guarantee that the decisions of the Court are of the highest quality and that proceedings are organised in the most efficient and cost effective manner. Rules A small Drafting Committee of expert judges and lawyers was appointed in 2012 to take this work forward. The eighth draft prepared by the Drafting Committee was the subject of wide technical consultation with professional and industry bodies. A list of respondents who commented on that draft is set out below.
