This research concerns the poor service quality of subsidized fossil fuel in Indonesia that has not yet met public expectations. On the other hand, the spirit of good governance requires the involvement of third party actors (non government) to respond to public issues. To address this requirement, good governance should be promoted in all development aspects, including subsidized fossil fuel services run by Badan Pengatur Hilir Minyak dan Gas Bumi - the State Downstream Oil and Gas Regulator (BPH Migas). This research aims to analyze the effect of BPH Migas leadership, coordination and supervision and public participation on the service quality of subsidized diesel fuel in North Jakarta. Samples were collected from 300 respondents using the proportionate stratified random sampling method. MGPSSR is a clan organization based on kinship and lineage. It comprises individuals and families of the descendants of the Sapta Rsi, seven venerated sages in ancient Bali. Initially, it was established to plan and supervise the construction and renovation of temples related to the seven sages. It was established in 1952 and enters its 61 years this year. One interesting phenomenon about the organization is its ability to carry out its missions for years without suffering any problem related to its financial accountability. The purpose of this research is finding out and understanding the accountability practices of this organization. The research used the ethnomethodology approach, which focused on methods and ways the MGPSSR carries out its accountability practices. Data were acquired through interviews, archival and documentation study, as well as observation. The interview was carried out with the organization’s executives and members, and members of the general public.
In this paper we presents the bit error rate (BER) performance of the Cyclic Redundancy Check (CRC) coded Long Term Evolution (LTE) system under various digital modulations (BPSK, QPSK and 16PSK) over an additative white gaussian noise (AWGN) and other multi path fading (Raleigh and Rician) channels. It is apparent from the Matlab based simulation study that the proposed LTE system outperforms with BPSK as compared to other modulation schemes under AWGN noisy and Rayleigh and Rician fading channels. The transmitted data is found to have retrieved effectively at the receiver end under the implementation of CRC coding/decoding algorithm.
